    The changes in the education of public finance are a new requirement of educational development for China to enter the new era of building a socialist modern country. In the new era, the changes of educational concept of public finance are as follows: pay more attention to cross-integration education for professional students, while paying attention to professional education; pay more attention to general education for all students, while paying attention to professional education; pay more attention to social education for all citizens while popularizing higher education. Therefore, the general changes in the model of public finance education in the new era are to expand from professional education to “three-circle education”. There are three levels of innovation and strengthening of the public finance education: updating and upgrading the training program in public finance, building the theoretical system of public finance with Chinese characteristics and high-quality textbook should be the key points for improving and strengthening the professional education of public finance; building the course system of the general education and constructing the micro specialty should be taken as the main tasks for expanding and strengthening the general education of public finance; popularizing the basic knowledge of public finance and taxation for primary and secondary school students and providing the professional service of volunteers should be the pilot and breakthrough for exploring and strengthening the social education of public finance.

    At present, the country attaches great importance to the development of interdisciplinary research in the university. It highlights the interdisciplinary intersection and collaborative innovation in order to meet the requirements of major national strategic development and the needs of world science and technology development. Based on the theory of knowledge transformation and knowledge production mode, we analyze the interdisciplinary research behavior of scholars from 42 “Double First-Class” construction universities in China combined with rational behavior theory. At the same time, different interdisciplinary research strategies are analyzed by combining the level of interdisciplinary characteristics. Research finds that the main driving factors for the interdisciplinary behavior of the scholars in the “Double First-Class” construction universities are the interdisciplinary background of the scholars themselves and the scholars’ willingness to continuously explore independently. Support of organization established through the interdisciplinary platform and support of the research project have weak promotion effect. Specific to the interdisciplinary strategies, the strategy of distant interdisciplinary and adjacent interdisciplinary is mainly subject to the soft or rigid discipline characteristics of the discipline. Communication activities with talent training and academic community, professional academic evaluation system and material performance incentives will more promote interdisciplinary behaviors in a much shallower level, such as integrations in literature review or data collection. However, the interdisciplinary platform establishment and project system will promote the deep interdisciplinary behavior, such as integrations in research methods and research theories.

    The entry of interdisciplinary into the discipline catalogue marks the formal academic identity of interdisciplinary in the system. In order to understand the current interdisciplinary construction of high-level universities in China, a questionnaire survey will be conducted on 46 graduate schools in 2021, and 2 893 valid samples will be obtained. The survey results show that driven by the national discipline policy, college teachers are positive and optimistic about the future development prospect of interdisciplinary; The interdisciplinary span is concentrated in the major categories of disciplines; Interdisciplinary setting has the purpose of multi-dimensional dimension; Interdisciplinary organization forms are diverse; The university actively encourages teachers to carry out interdisciplinary scientific research, and the output of interdisciplinary scientific research is mainly academic papers. In order to promote the connotative development of interdisciplinary, universities should deepen the interdisciplinary integration of major disciplines and improve the construction of interdisciplinary platform; Create a diversified incentive mechanism to create a good environment for the development of interdisciplinary; Improve the international level of interdisciplinary scientific research cooperation; Explore the coupling path of interdisciplinary teaching, scientific research and social services.

    A questionnaire from 41 universities in China found that interdisciplinary learning experience has an important impact on doctoral students’ research ability. The correlation between the majors learned by doctoral students is directly proportional to the scientific research ability. Compared with non-interdisciplinary doctoral students, other types of interdisciplinary doctoral students have lower performance in scientific research. Moreover, our study found that interdisciplinary research experience and interdisciplinary training in colleges can predict the scientific research ability of doctoral students directly and significantly. And doctoral students' interdisciplinary learning motivation mediate interdisciplinary learning experience and interdisciplinary training relationships with doctoral students’ research ability. Therefore, when recruiting doctoral students, the tutors and the schools should fully consider the students’ advantages; universities should clarify the training goals of interdisciplinary doctoral students; colleges should rely on interdisciplinary research projects to cultivate interdisciplinary doctoral students; interdisciplinary tutors should strengthen the guidance of students and stimulate doctoral students’ interdisciplinary learning motivation to promote their scientific research ability.

    The discipline-based organization system, the inertia of existing academic evaluation mechanism, the influence of Tutor-centered guidance mode and realistic difficulties of postgraduates in foreign universities restrict the interdisciplinary postgraduate training. Innovating the school organization system, providing multiple supports for supervisors to participate in interdisciplinary training and developing interdisciplinary postgraduate training through project system is effective countermeasures. In order to promote interdisciplinary postgraduate training in China, we need to improve organization system, to improve the teacher evaluation and employment and assessment system, to improve the operation mechanism of interdisciplinary graduate programs and to optimize the key links of interdisciplinary graduate program.

    Influenced by the New Public Management Movement and the New Administrative Law, the development trend of rule of law in higher education in five countries such as Britain, the United States, Germany, France and Japan has shown an obvious trend of functionalism, and “governance effectiveness” has become an important criterion for the measurement of rule of law, which is mainly manifested in: the legal nature and objectives of universities are corporatized, market-oriented and professionalized; the relationship between government and universities is equalized, contracting and performance-based; the internal governance of universities is hierarchical, externalized and cooperative. However, the rule of law tradition and overall legal order of the five countries constitute a systematic control of functionalism, which enables the overall balance between rights and obligations of teachers and students in colleges and universities and obtains substantial protection, which is mainly manifested in the rights and interests of teachers, the rights of student participation and the rights of students to succeed in learning. In the process of promoting the rule of law in education governance, we should, on the one hand, build a “law of governance” and highlight the effectiveness of legal norms and institutes; on the other hand, we should insist on the “governance of law” and provide systematic guarantee of law and order for the rights and interests of teachers and students in colleges and universities.

    The cultivation of first-class innovative talents requires universities to provide a supportive institutional environment, and the student aid system is one of the key points. In the “post poverty alleviation era”, the high-quality development of student financial assistance in “Double First-Class” construction universities depends on the accurate judgment of students’ poverty status, but the literature lacks the research on the scientific identification of relatively poor students. Based on the principles of relative poverty and affordability of higher education, this paper summarizes the commonly used identification methods of poverty students in universities, and empirically compares the effects of the above identification methods by using the data of “national survey of college students’ education expenditure”. It is found that the income method, expenditure method, income-expenditure double index difference method and ratio method have certain limitations in the identification of poverty college students. Specifically, various methods lead to a certain omission rate, leakage rate and misjudgment rate in varying degrees. By adjusting the relative poverty line standard, it is expected to improve the identification accuracy of the double index ratio method, so as to identify the relatively poverty students in the “Double First-Class” construction universities more scientifically.

    Higher education reform and development during the COVID-19 focus on effectively integrating online and offline teaching modes, so as to improve the quality and outcomes of the blended teaching. Based on the perspective of the community of inquiry theory, a structural equation model was constructed using the survey data of 1 116 undergraduates from a “Double First-Class” construction university, in order to explore how to improve the students’ learning effectiveness of blended teaching during the COVID-19. The results showed that students’ teaching presence, cognitive presence, and social presence can not only directly and significantly predict learning engagement, but also indirectly predict students’ learning engagement through the independent mediating effect and the chain mediating effect of students’course satisfaction and learning attitude. At the same time, the total indirect effect was far greater than the direct effect. Among the three specific indirect effects, the independent indirect effect of course satisfaction was the largest. The results offered practical implications, such as providing institutional and technical support to improve the blended teaching environment, building a learning inquiry community to promote blended learning of high quality, improving learning experience, course satisfaction and learning attitude to focus on blended learning feedback, and paying attention to diversify and personalize learning needs to improve the quality of blended teaching.

    Based on the “Report on the Quality of Graduate Employment” from 20 “Double First-Class” construction universities from 2016 to 2020, this paper analyzes the changing trend of the population, destination and major of “Double First-Class” construction university undergraduates studying abroad in recent five years. The result shows that the number and proportion of undergraduates studying abroad decline significantly due to COVID-19, and there is a tendency that undergraduates from “Double First-Class” construction universities prefer study abroad to study domestically, which becomes their first choice. The US and the UK are the two main destinations for studying abroad and the country of destination is diversified. At the same time, more and more undergraduates are inclined to study abroad in Asian countries and regions. The epidemic has a greater impact on students majoring in engineering than on those in science, and a greater impact on economics, management and social sciences than on humanities. In the next five to ten years, the new trend of “Double First-Class” construction university undergraduates going abroad for further study will begin to affect the structure of overseas experience of high-level talents in China, and the quality of domestic postgraduate education will become a key factor for talent growth and innovation in key fields.

    The selection of tutors is the beginning of the conclusion of guidance relationship and a key step in the academic progress of doctoral students. It plays an important regulatory role between tutor guidance and doctoral students’ scientific research performance. Through the analysis of survey data, it is found that doctoral students with different tutor selection modes have significant differences in tutor guidance quality, guidance form, guidance frequency and doctoral students’ scientific research performance. Compared with the passive distribution of tutors and the active selection of tutors, the tutor guidance frequency, guidance quality and guidance form significantly enhance the promotion of doctoral students’ scientific research performance. Considering the difference of disciplines, the doctorate selection mode of science and engineering doctorate has a significant moderating effect on the quality of mentor guidance, guidance frequency, guidance method and the performance of doctoral research, while the doctoral student in humanities and social sciences has no significant moderating effect. In order to further improve the scientific research performance of doctoral students, training units should fully recognize the importance of tutor selection and give doctoral students more rights of independent selection. At the same time, tutor distribution should respect the differences of discipline culture.

    By interviewing with 24 graduates from 10 disciplines and 3 levels of colleges, we analyzed the present situation and reasons for “difficult collaboration” in graduate peers’ scientific research. We found that the “difficult collaboration” includes the “difficult formation” composed of “not believing” “not willing” “not daring” and the “difficult progress” composed of “not smooth” “not deep”. To a large extent, the “difficult collaboration” is a problem caused by structural factors that strongly suppress individual initiative. Scientific research actions of graduates are affected by the three-level circle structure of “department - graduate fellowship / research group - supervisor”, and once training units and supervisors have the blame of absence or offside in management and training, it is easy to cause the “difficult collaboration”. Solving the problems of the “difficult collaboration” is like maintaining the balance of a scale, thus training units and supervisors need to find the appropriate “degree” in management and training: on the one hand, they should control the boundary of authority, which should not to be too broad and too detailed; on the other hand, they should strengthen the implementation of responsibilities, and avoid standing idly by and letting go.

    This paper takes the Institute of Law for Science and Technology of National Tsing Hua University and the School of Law of National Yang Ming Chiao Tung University of China as examples and focuses on how to cultivate the international scientific and technological legal talents (ISTLT) since 2000. First, it has been found that the training goals of the two research institutes both advocate the cultivation of the science and technology law compound talents of “equal emphasis on theory and practice” under the framework of internationalization. Second, in terms of training objects, they provide the education for doctoral and master’s degrees, and the master’s level is divided into legal group and non-legal group while English proficiency requirements of graduate students are high. Third, the main body of training is mainly full-time teachers and part-time teachers. Most of the full-time teachers have obtained overseas doctorates, and some have domestic and foreign legal qualifications and experiences. Fourth, in the process of training, two institutes set up systematic and personalized curriculum system. Moreover, the training path also focuses on the development of students’ academic and practical competence. Finally, in terms of international characteristics, they strengthen the cooperation with foreign universities through joint degree, reciprocal exchange of credits and exchange programs. Based on the case analysis, the idea of the ISTLT master and doctoral personnel training program is proposed.

    The early research on higher education in China mostly focused on the micro problems such as teaching and learning, also the initial purpose of establishing the discipline of higher education was to explore the special law of running schools and to cultivate talents in colleges and universities. Later, higher education research gradually tended to macro problems, which not only deviated from its own original intention, but also was a great contrast with the theme of higher education research in Europe and US. The main reason was that educational research funds had played a great guiding role, but the main role of university teachers in teaching research had not been brought into play. In the future, research on teaching and learning in colleges and universities should be supported by related foundations. Meanwhile, colleges and universities should build the centers of teachers/teaching development into an academic institution; and encourage higher education researchers should exchange and cooperate with university teachers.

    Using index to represent education quality has become the main trend of monitoring and evaluating education quality. On the basis of clarifying the connotation of undergraduate vocational education quality and defining the undergraduate vocational education quality index, this paper defines the construction principle of undergraduate vocational education quality index, and designs an evaluation index system of undergraduate vocational education quality index composed of social adaptability, condition guarantee, process compliance, achievement satisfaction, output contribution and brand influence. The calculation model of undergraduate vocational education quality index is designed by combining subjective and objective methods, which provides a new idea for measuring the quality of undergraduate vocational education.
